How the Early Payment Discount Works
Most parking fines in the UK offer a discounted rate if you pay quickly — typically within 14 days of the notice being issued. This discount is designed to encourage prompt payment and reduce administrative costs for the issuer.
Council PCN Discounts
For council Penalty Charge Notices, the 14-day early payment discount is set by law under the Traffic Management Act 2004. You pay 50% of the full charge. For example, a £70 PCN becomes £35 if paid within 14 days. If a PCN is served by post, the 14-day period starts from the date the notice was served. Importantly, if you submit an informal challenge within 14 days, the discount period is paused while the council considers your challenge.
Private Parking Charge Discounts
Private operators offer their own early payment discounts, typically reducing a £100 charge to £60 if paid within 14 days. This is set by the operator's code of practice. Unlike council PCNs, appealing a private charge may or may not preserve the early payment discount — check the terms on your notice.
When NOT to Take the Discount
Don't rush to pay just because of the discount if:
- You have strong grounds for appeal — you could pay nothing.
- The PCN was issued incorrectly or contains errors.
- You believe the contravention didn't occur.
- The signage was inadequate.
- The NtK was served late (private charges).
Paying — even at the discounted rate — is an acceptance of the charge and waives your right to appeal.
