Deadlines Matter — Don't Miss Them
Every parking fine comes with strict deadlines for appeal. Missing a deadline doesn't always mean you've lost all options, but it significantly weakens your position. Here are the key timeframes you need to know.
Council PCN Deadlines
- Informal challenge: Within 14 days of the PCN being issued. This preserves your 50% early payment discount.
- Formal representation: Within 28 days of receiving the Notice to Owner.
- Traffic Penalty Tribunal: Within 28 days of the council rejecting your formal representation.
Private Parking Charge Deadlines
- Appeal to operator: Within 28 days of receiving the Parking Charge Notice (check your specific notice — some operators allow longer).
- POPLA/IAS escalation: Within 28 days of the operator rejecting your appeal.
What If You Miss a Deadline?
For council PCNs, missing the informal challenge deadline means you can still make a formal representation after the Notice to Owner — but you may lose the early payment discount. Missing the formal representation deadline is more serious, but you may still have grounds if you didn't receive the NtO.
For private charges, missing the initial appeal deadline doesn't necessarily mean the operator can enforce the charge — you may still have defences based on POFA non-compliance or other grounds if the case goes to court.
Act Quickly
The best advice is to appeal as soon as possible after receiving a parking fine. Don't wait until the deadline is approaching.
