Who Are Parking Control Management (PCM)?
Parking Control Management (PCM) is a private parking operator managing car parks and enforcing restrictions at various UK sites. Like all private operators, their charges are contractual Parking Charge Notices — not statutory fines.
Grounds for Appeal
- Signage failures: Parking rules, time limits, or payment requirements not clearly displayed on compliant signage.
- Authorised to park: If you had permission from the landowner, a business, or estate management.
- POFA 2012 compliance: The Notice to Keeper must be served correctly and on time.
- Incorrect details: Any factual errors on the PCN should be highlighted.
- Grace and consideration periods: At least 10-minute grace period for overstaying and 5-minute consideration period for new arrivals must be applied.
How to Appeal
Submit your appeal to PCM within 28 days. If rejected, escalate to POPLA or IAS depending on their trade body. You have 28 days from rejection.
What Happens If You Don't Pay?
Private operators can pursue debts through county court, but many choose not to for single charges. If you have valid grounds, use them — the risk of court action is low when you've engaged with the appeals process properly.
