What Is POPLA?
POPLA (Parking on Private Land Appeals) is the independent appeals service for parking charges issued by operators who are members of the British Parking Association (BPA). If a BPA-member operator rejects your initial appeal, you can escalate to POPLA for a free, independent review. POPLA's decision is binding on the operator but not on you.
When Can You Use POPLA?
You can only use POPLA after the parking operator has rejected your initial appeal. The operator must provide you with a POPLA code in their rejection letter. You then have 28 days from the date of rejection to submit your POPLA appeal.
How to Submit Your Appeal
Submit your appeal online at the POPLA website. You'll need:
- Your POPLA appeal code (from the operator's rejection letter)
- Your PCN reference number
- Your grounds for appeal (in detail)
- All supporting evidence uploaded as files
What Makes a Strong POPLA Appeal
POPLA assessors are legally trained and look for well-reasoned arguments backed by evidence. Focus on the operator's failures — non-compliant signage, POFA breaches, grace period issues — rather than emotional pleas. Reference the BPA Code of Practice and relevant legislation.
The Decision
POPLA will review submissions from both you and the operator, then issue a decision. If POPLA finds in your favour, the operator must cancel the charge. If POPLA rejects your appeal, the operator could still pursue the charge through the courts, but this is relatively uncommon.
