Loading and unloading is permitted on most single and double yellow lines in the UK, provided there are no loading restrictions in place (indicated by yellow kerb marks or loading restriction signs). What Counts as Loading?
Loading must involve the continuous process of moving goods to or from a vehicle. It includes:
- Delivering or collecting heavy or bulky items that cannot reasonably be carried a long distance.

- Delivering or collecting items for a nearby property or business.
It does not include stopping to pop into a shop for personal shopping, even briefly.
Time Limits for Loading
There is no fixed statutory time limit for loading, but the activity must be continuous and observed. Enforcement officers should observe your vehicle for a period (typically 5–20 minutes depending on the council) before issuing a PCN. If a ticket was issued without a proper observation period, challenge this.
