What Is UKPC?
UK Parking Control (UKPC) is a private parking company managing car parks at retail parks, residential areas, and commercial sites. They issue Parking Charge Notices when they believe drivers have breached their signage terms. A typical UKPC charge is £100, reduced to £60 if paid within 14 days.
Common Grounds for Appeal
- Poor or missing signage: The BPA Code of Practice requires clear and prominent signage at the entrance and within the car park.
- Grace period not applied: You're entitled to a minimum 10-minute grace period under the BPA Code.
- You had permission to park: If visiting a business on the site with implied or explicit permission.
- Incorrect vehicle details: Errors in registration, make, model, or colour on the PCN.
- Notice to Keeper served late: Under POFA 2012, the NtK must be served within 14 days. Late service means keeper liability doesn't transfer.
How to Appeal
Appeal to UKPC first within 28 days. If rejected, escalate to POPLA within 28 days of rejection. POPLA's decision binds UKPC.

If you weren't the driver, the Protection of Freedoms Act 2012 requires UKPC to follow strict procedures to transfer liability to the registered keeper. If they fail to serve a compliant NtK in time, they cannot pursue the keeper.
